The Lowersman named Garne Jars has been found a possible murderer. Should he assault any others of our own, he should be treated as an enemy of Lower. Until then, he may redeem himself as a benevolent citizen and friend of Lower and ought be treated as such.

Additionally, Jars has admitted to both killing Alex Wilder of the Derbies and then attempting to trick Lowersmen into assaulting the Derbies on information he had fabricated, based only loosely on the truth. He should not be tolerated presiding in Lower.

Garne Jars should be escorted out of Lower if seen.

The merchant named Allivarn Fireheart has been found selling weapons and goods to goblinkind. His business should not be tolerated by Lowersmen. That being said, he is NOT to be harmed, but asked to leave. If he refuses, please inform me.

Charter on Allivarn Fireheart

It is true that Allivarn Fireheart has shown an enormous lack of judgement when dealing in Lower previously, but he is NOW to be given a probationary period to redeem himself and show his good intentions. Should he fail, the prior Charter shall be raised and he will no longer be welcome in Lower Sanctuary.

If you feel that he should not be allowed to do business here, speak with Lucius Westmore via letter or face-to-face.

Note- he should be tolerated by all Lowersmen. Like him or not, he may prove to be an effective business promoter. Until he disproves this notion, allow him to continue in a neutral business atmosphere.
