No, I'm not going to complain this time.

You did well, proceeded wisely. I don't know what Azzam said. I don't care. It's over, it's done with. But it's time to move on. Regardless of what happened, I believe you are a man who seeks peace and who is capable of creating it. So I beseech you to help me.

This is how it is, as I see it. Lower is in economic shambles. We don't have the resources of Upper, don't have the capital, don't have the security. We are, in the fullest sense of the term, at the mercy of Upper Sanctuary.

Macasta and Donrick, as well as others, are trying to get into the Canal Ward to take over the trade. Unless the Council can somehow stop them, they will do so and they will win. They will take all of their earnings and use it for the advantage of Upper. Lower, whose men freed the Canal Ward and defended the whole city, will gain nothing. The rich will be richer, the poor will be poorer. There's simply no way around it.

I don't want the Canal to be Lower's only. I want it to be shared, I want it to help everyone. I want to have its enormous profits used to help create the jobs, to fund an independant lower town watch. Without the Canal Ward, Lower will have no economic hope. Build Lower, and we might have peace. Let it have a government and we can have unity in spirit, and then perhaps our sons can have the peace that we cannot seem to forge. And then, our sons' sons will forge alliance, and their sons will find the way out of the Darkness.

There cannot be neutrality in the matters between the strong and the weak, for to be neutral merely sets you in the camp of the dominant. I ask, help those who need it the most.
