A Sealed letter to Ilis Whitewell

Milady,

I have considered this more and your fellow agent Monica has approached me about the same matter, as has Councillor Donrick.

I have come to the conclusion that best way for me to be assured of the future cooperation of the Spellguard would be if I had personal assurances from your leaders. For instance, the watch does not sent budget requests or law change requests written by a private. No, they come from Azzam himself or his highest ranking men. I do not quite understand why none of the matters are signed by any of the lead figures, and why they have not approached the Chairman of the Council. I do hope this is not the case of their lack of respect for the Council.

I wrote something similar to lady Monica as well, so I hope you two can figure out the best way to bring this forward.

On behest of my superiors, I ask for a meeting between the Council and the Spellguard. Officer Barkley and myself will be present.

Merely having yourself, Barkley and the Chairman present would be sufficient. Rest of the Council seems to have made their mind already.
