So, I believe that this is the first election since I have started playing obsessively in EFU.... (unless there was one and I just wasn't paying attention). Do we actually get to vote? and the next obvious question, do all of our pc's get to vote?

Yes, you can vote! But only one of your characters can, rather than all of them. Otherwise people would be able to create lots of new characters and completely unbalance the election, rather than working IG to completely unbalance the election.

I figured it would only be one character. I'll have to decide which of my various "personalities" will vote.... They absolutely would not vote for the same candidate....
