Lower needs laws. Not that I have a means of upholding them yet, but I might as well have an idea about direction before I start walking. I'll weight the punishments, unless you have some special idea or reasoning for something.
The simpler a law is, the better; the less ambiguous, the better. When we start getting a good idea, I'll see about getting these things carved into stone, literally.
Please do not ask for suggestions from other peoples and implicate that these laws may go into effect. There's no reason to start any commotion until things are a bit more certain.
If you have any idea for a sort of legal structure, let me know too. So far, this is the idea:
Magnate: Head Executive and Legislator, appoints all other positions; life termMagistrates: One for each division (Canal Ward and Lower); Appointed by Magnate; Voice of the Magnate in absence; oversees criminal judgement and economics of their division; life term or until reappointed by Magnate
Captain: Head of the Militia, appointed by Magnate; appoints all Militia leadership (to be determined later); follows the orders of Magnate and Magistrates, but may elect to defer Magistrate's wishes and require them to confer with the Magnate to be approved; life term or until reappointed by Magnate
Elder: Chosen by nomination of the Magistrates, approved by the Magnate; solves civil matters in their community; terms of one month

While I am all for placing structure and rules in place to protect a society from it's less benevolent extremists, I do not know if the ward will adopt such a structure.
It is not that I feel they are incapable of such, but more unwilling.
I fear they would find it a form of tyranny of sorts. Something that was severely rebelled against and thus they seceded from Upper.
How do you plan on enacting and enforcing such a hierarchy of positions?

It's structured on paper, but will be much less so in practice. Things typically are.
Lower doesn't always shun its leaders. Additionally, they know me, who I am, what I stand for. They know I'm making no profits. They know what I've done and who my friends are. They will, of course, raise questions, but the truth of it will stand above such worries.
I am no tyrant. I'm not even a politician. I'm just a preacher.
And, fortunately, if it doesn't work, the previous anarchy will just immediately take over. We can't go anywhere but forward right now.

Lower doesn't need laws. Lower needs a conscience and a purpose. There are many worthy men, but nothing to fight for, or no one fighting for what there is to be fought, save for gold and fruitless turf wars. Give Lower both conscience and purpose, and you won't need hierarchies and codes of predetermined behaviors.

It seems that Lower and Upper have clashed in a massive battle at the In-between. Many of the folks of lower were arrested, trialed and stoned.
I feel whatever uneasy truce was once held between those wards, has now been shattered.
I would be careful how you pursue these measures now.
