Just wondering, why isn't the temple of Helm by the gate a faction in Sanctuary? seems kind of odd that the temple doesn't really do anything other than be the recipient of deliveries from Norma... Maybe they do things and i'm just not aware.
Just wondering.
Thanks,
Ebok

Many factions exist in the game to show the existence of that element within Sanctuary's Society. We also have multiple temples and businesses scattered around the server that are rarely stocked with PCs.
If you have an idea or concept you want to apply or play for, Go ahead and app for it.
Personally I think they are not stocked with PCs because either their goals are rather simple, or there is too little conflict to keep it active. That and some things are done for flavor over function- though I don't think anyone would be put out seeing someone take the flavor and bring it to life a bit through a PC.

I've been playing a Helmite Paladin/Cleric lately and it is.. difficult at times. Much like Ebok said, some of their goals are almost to simplistic for the server. While vital, undoubtedly, standing watch at the gates and walls of Sanctuary does get boring. ;)
That being said, I know I have some ideas to maybe breathe some life the ol' followers of the Eternal Sentinel.

They help and grant blessings to the Watchmen as well as standing guard.
There has been a disjunct cult of helmites a long time ago that tried to- well, change how helmites are portrayed in an odd way. So- distinct interpretation of the dogma can be adopted.

It's also a tiny shrine that's little more than a crack in the wall, not a temple. You'd have more resources with a PC faction than trying to integrate yourself into Saram's personal life-long dream.

(This is my favourite fourth wall line ever.)
Nobody expects the Helmite inquisition.
EDIT1: All hilarity aside, I would -love- to band up with a few people, get a small Helmite group going and go about inquisiting random people.
EDIT2: Screw it, I'll do it. I want a new character anyway.

I ask this for the reason that i'm thinking of a new character build, ideally a priest and I read the following from the write up of deities in the forums for Helm:
Never betray your trust. Be vigilant. Stand, wait, and watch carefully. Be fair and diligent in the conduct of your orders. Protect the weak, poor, injured, and young, and do not sacrifice them for others or yourself. Anticipate attacks and be ready. Know your foes. Care for your weapons so they may perform their duties when called upon. Careful planning always defeats rushed actions in the end. Always obey orders, providing those orders follow the dictates of Helm. Demonstrate excellence and purity of loyalty in your role as a guardian and protector.
What do you think? Helmites helping to keep order in the day to day, probably make forays out into the underdark to help keep sanctuary safe or helping the watch with certain duties, but deciding when the line has been crossed at home and defending those that are oppressed and attacked within the city as well. For example, getting outraged when citizens bodies are strung up on pikes within the city by the supposed keepers of the piece... How about this for some intrigue, protect lower from the watch and the spellguard overextending their authority. I mean if there were 10 or 12 semi-high level Helmite clerics and paladins that suddenly decide that your group is no longer standing for what is lawful, that would be pretty cool.
I didn't mean setting up inquisitions...

Some of Helm's priests oppressed the Mazticans and butchered heretics, possibly even forcing some of the population to perform menial labor. (It was suggested that I compare this to the Spanish in the Americas, conquistadors and the like.)
Compared to such actions carried out by their own divinely-gifted peers, displaying the corpse of a vanquished foe should not disturb a Helmite. >_>
