[letter to the entire Upper Council]

As you may or may not know, Spellguard agents came down to Lower yesterday. They entered the Crone, cast a petrification spell upon a grieving man, and feld to Upper to await his suicidal retribution.

I would be very interested in knowing what Councilor gave permission for such an assault, on or off the record. If you would be brave enough to come out and call yourself out, I'd like to speak with you at the Last Stand in the coming days to attempt to understand why.

If no Councilor made such a hostile gesture, I would request that you all reconsider the magnitude of authority granted by the Upper Council to Serena Tower.

Additionally, if anyone would like to speak with me about restoring peace to our fractured city, please do not hesitate to contact me.

You have failed to provide the details necessary to determine if there was deviance from the laws of Sanctuary in the actions of these Agents.

As it stands, the Spellguard's power is greatly reduced from its original standing.

They came into Lower. That is a deviance from your laws, if it was unreported. Hence, I'm asking you all if it WAS reported. And considering the general situation and their actions in Lower, I am inclined to believe it was an illegal act.

I cannot provide the name of the Agent that committed the act, unfortunately, but if that can't be uncovered on your side of things, well, you're in more trouble than I thought. I hope that the Council still retains the authority to investigate its own employees' actions.

The law reads as follows: "Uniformed Law Enforcers (including the Watch and the Spellguard) may not enter into Lower Sanctuary without the approval of the Sheriff or a Councillor."

I have emboldened a key word for your convenience. There are also no reports on file regarding this act, since the law was changed last month. "Express written permission" no longer makes up any part of this law.

Please consider these facts when addressing the council.

Reports can come from the Councilors. Someone gave the order or the go-ahead. I'm asking who. If nobody did, then a law has probably been broken and the fine, upstanding Councilors can take it from there. I'm trying to help the Council execute their laws by telling them what has transpired. If they don't mind their laws being broken, then so be it.

If this next bill is passed, the Watch and Spellguard will be executed for even entering the Lower Sanctuary area.

Well... that will certainly slow down their entrance, although I'm not really sure that extreme of measures are warranted. Banning from Sanctuary may be a better way to go about it. You enforce it and I will too.

Considering the arming that's going on, I'd be more worried about the here and now. They come into Lower and things are going to the layers of hell in a handbasket.

Unclear and just silly. I can sympathize with the concern of threats in Lower, but surely there are better ways for this to be dealt with. Turning Lowersmen into stone with magic isn't one of them.

Hopefully, I will soon be in a position to better restrict criminal movements and behavior in Lower. Until then, please try your best to keep the dogs at bay. Lower isn't a territory to be taken or claimed, it is a home and it is inhabited by your fellow man. I would request that you make a speech about this, lead your people to peace as I lead mine!
