This notice is made by what was once a letter that was adhered to a larger poster. It faces the bottom of the stairs so that it's well in view to anyone coming down.
By Council decree and approved by the Sheriff on the 15th of Flamerule, 152 years after our founding, the Lower Non-involvement Act reads thusly:No member of the Watch shall enter the Lower city without the express and documented permission of the Sheriff.
No member of the Council shall enter the Lower city without receiving and recording the response of two others Councilors.
No other citizen in the employ of Sanctuary's government shall enter the Lower city without the express and documented permission of a Councilor or the Sheriff.
Amended last month to read:
Uniformed Law Enforcers (including the Watch and the Spellguard) may not enter into Lower Sanctuary without the approval of the Sheriff or a Councillor.
Apparently, your laws apply here. So follow your own damned rules. If you're coming here, you better have your paperwork filed. If you've the notion there's a threat down here, then you come to me directly via letter.
