Oh, how I do get tired of sending these letters...

This nonsense must stop. How can we have peace when your agencies continue to harass the citizens of Lower Sanctuary? For the sake of tranquility, see to passing a law forbidding or severely restricting the passage of your armed forces moving into Lower Sanctuary. At least as a temporary bind. For Ilmater's sake, no more bloodshed. I don't know what, if any, crimes were committed by Danielson and Tethyrn, but it doesn't really matter anymore. If your agencies have criminal problems in Lower, the men and women of Lower can take care of it. If we fail to do so, then we've all got a problem and can work together.

There is a law already. The watch may not enter lower without order or permission of a Councillor or the Sheriff. If they do, they are guilty of breaking the law.

Then you ought to start enforcing your laws, I think. I will place this law, as you have sent it to me, so that your men may see it as they enter the Lower domain.

The caveat is really disturbing. Some councilors I trust, most I don't. I would strongly urge you to add additional restrictions to when you will allow service men to come to Lower. Some possibilities are: requiring a consent form from both the Sheriff and two Councilors, requiring a notable figure of Lower to acknowledge the presence of aforementioned service man, or something along those lines. If Upper feels it is threatened, Lower will help, but your boys have brewed up some very bad blood with the deaths of four of its most prominent members in less than a week.

If I were on the council, I'd want to make some sort of amends to the people of Lower before someone gets out of line and starts trying to take it like William did. Neither of us want this to snowball, but I don't think either of us can say that the reasons why it should outweigh the reasons why it shouldn't.
