A man named Lysik is executed at the hands of a tyrant in a Watch uniform, and the people of Lower call out for vengeance. Innocent men and women live in daily fear, not from the horrors lurking outside the safety of our walls, but of those who keep order within. The Watch is more powerful than it has been in anyone's memory, but the future of Sanctuary has never been more uncertain.
It seems that the ghost of Dhogur haunts this city still, proving that history does indeed repeat itself. But this is our time, and for us the outlook is ever grim. The Seekers organization founded by Frederick Bresley now threatens to leave Sanctuary, never to return. Of this let there be no doubt, for just as each and every one of us takes shelter in our homes to protect us from the terrors of the night, without the security and strength of orderly civilization the Seekers will surely fail.
Should they leave us for a time only to turn back from their certain folly, we can expect the Seekers to return in the same condition as Calley Hennet. We cannot allow that to happen. The Seekers must either be brought back into the fold of Sanctuary or they must be banished from this city forever. I, Ingrid Mordis, am but one citizen. But together, the citizens of Sanctuary can rise up and with one voice command our chosen rulers to deliver the order, security, and unity we so desperately need.
We have more to fear than ever before, but we need not huddle cowering in our homes. The Seekers cannot be allowed to have it both ways, with one foot inside the gates and one foot out, lest they bring certain ruin upon our already benighted settlement. The Council of Sanctuary must hold public conference with the Seekers by this time tomorrow, so that all citizens can express their fears, and this disunity can be put to an end. To chart any other course for the city is to court rebellion and anarchy. In unity there is strength! Demand nothing less from your rulers, people of Sanctuary!
