A letter, adressed to Sanctuary council. It is written in a neat and careful script, same as the one on the various pieces of Cloth around town.

"It has recently came to my attention that this town needs more Mechants. I, Frelt Shadowfang, Propose that the town needs a Merchant's Guild. I would gladly pay for it out of my own money, though i need permissions for the Land. Please reply as soon as possible with instructions on how to do so."

The letter is signed Frelt Shadowfang, with a well drawn picture of a Dragon of shadows in the bottom corner.

Mister Shadowfang,

I recommend that you pursue the formation of your guild before requesting a land grant from the Council. Once you have formed a guild and can actually demonstrate how your guild serves the town's interests, the Council will be more inclined to consider your request.

As a simply personal response, I am actually in the process of organizing a group of entrepreneurs and investors. I would love to hear your input at our first meeting on Monday, and if you find yourself dissatisfied, you're entirely untethered.

As for the council, I'm afraid we can't just hand out land grants on a whim, and right now is not a very good time to apply for such as it is. Perhaps you can come forward again on a better ride.

A small note is left, asking whoever placed the last one who they are, and at what time the meeting is. It has the same picture and signature at the bottom.
