Sealed Letter to the Council

Council of Sanctuary,

Consider this an opening of negotiations between the Council of Upper Sanctuary, and the Gatekeepers of the Canal Ward. While it would be preferable to conduct negotiations in person, the current situation makes that untenable.

The Gatekeepers control the docks of the Canal Ward. We are numerous, we claim them with purpose, and we are more than willing and capable to defend that claim with steel. However, we recognize that Upper Sanctuary has a great interest in the docks and the tradeway into the Dark Lake; We see no reason why, working through us, Upper Sanctuary can't see that interest realized.

Thusly, we offer the following terms;

The Council, and businesses of Upper Sanctuary, will be allowed to lease docks from us. The Gatekeepers will provide security for the goods while they are in Lower, a service that will be paid for. Security for goods, ships, and personally, will be ensured.

The Gatekeepers will retain the right to tariff any and all imports and exports, and levy docking fees. Fees will be reasonable, and in no way hamper the ability for all to make a profit.

The Council will furnish a bounty on the Unseelie of the Dark Canal, both coin per head, and a greater bounty for a permanent end to their presence, to be given to the Gatekeepers to announce and pay out.

The Council will pay for the construction of a some manner of lift, for the easy transport of goods from above, down to the docks.

The Council will pay the Gatekeepers for providing defense at the Lower Gate, and provide defensive weaponry.

Finally, pardons will be issued to all members of the Gatekeepers currently wanted by Upper Sanctuary for percieved crimes. The Watch and Spellguard will refrain from killing our members and we will extend the same courtesy. The head of Lysik will be removed from the In-between, and turned over to the Seekers.

For this, the Council forgoes the risk and folly of trying to seize the Docks by force, a path that would end in bloodshed and the destruction of the docks, and the Council begins to heal the deep wounds of hatred, by recognizing that the Canal is part of Lower, and working through and with us. The Council will gain access to trade, and secures security for the goods of it's people.

The Gatekeepers understand the Council will need to deliberate, and that an election approaches, but a timely response to these terms is expected.
