The Call of Confederacy

To _(appropriate title)_,

After the recent liberation of the Canal Ward from the vile Slugcrawl through the valor and tenacity of Sancturian forces, our city has a new and peculiar problem. It provides a mixed blessing for our fractured city, for the Canal Ward certainly provides a place of great economic interest to the entire city as it is both a fertile land and possibly a port for naval advancements.

On the downside, the interest in the region is spread across the board for these very reasons. Thus, the practical solution that provides the most security for every sector of Sanctuary is for this place to develop its own government. This is the only possible solution for a plethora of reasons; the primary reason being that it is only in proximity to Lower Sanctuary which currently has no government and thus would be nothing more than a colony and a terrible risk for any other force to lay claim to.

So I, Lucius Westmore, in the interests of all of the free men of Sanctuary, send this calling of confederacy to you personally. I have hand picked you above all others of your organization to discuss the future of the fledgling district so that it may become a place of peace and neutrality amongst the oft conflicting interests and factions of the city. We shall all speak in a civil manner and in turns to discuss ideas.

The location of the meeting has not been and shall not be disclosed until we meet at the to-be appointed time in the In-Between of Sanctuary. Any overly aggressive acts taken between now and the meeting (hopefully less than a week) will earn an immediate withdrawal of this invitation. If you cannot behave peacefully for one week, then surely in the proximity of those you may passionately despise, I cannot trust you to maintain a civil attitude.

After all ideas are discussed, the meeting will be closed and I will thereafter take fourty-eight hours to discuss with individuals the details and begin the first steps of forging a livable region. Before any questions are raised, I will state now and for the record that as soon as the government is standing and capable, I will step away from any and all authority. I am a preacher and a peacemaker, occasionally a goblin-slayer, but never a ruler.

Please send you acceptance or refusal, as well as a few workable times, to me at the Pissing Crone as soon as possible. Lord Ilmater be with you all.

I will be there for this meeting. However, I will ask that you ensure I am not killed outright in retribution for James Lysik's death. I did everything I could to see him go free, including calling a retrial, something rarely, if ever before done. I know he was not an associate of the Scholar. The only reason he is not still alive is Beshaba's ill luck, Vashan and Lysik were arrested at the same time, and the employees and patrons at the Crone, some of who were apparently friends of Lysik, held me up because of my condemnation of the Scholar (Because he killed a Drow or somesuch, who was claiming to blow up buildings in his name. It seems more like he killed her to restore his "good" reputation)

As you said, Grigorovich arrived a minute or so before me, with that time I could have sat as judge. Grigorovich's thick headedness, Sikara's sadism, and the Watch's embellishment of facts, willingness to make assumptions, and desire to see him dead for reasons unrelated to the crimes with which he was charged, killed him. [The letter addressed to Agent Kinrayse sits unopened in the Tower, slowly gathering dust]

The following caveat is sent to everyone from Upper and New Dunwarren on a formal card.

The current proposal is to be altered. I will send an emmissary to meet all members of the Upper Sanctuary and New Dunwarren entourage at the In Between gates. Here, you will be escorted swiftly to the back room of the Pissing Crone and under disguises that should be previously arranged by yourself.

Additionally, I would encourage the emmissaries to arrange for any additional military support they wish to escort them as far as the second stairs, but they are asked to remain in the In Between during the course of the meeting.

Lastly, the representatives of Lower are willing to perform a hostage exchange should the majority of Upper and New Dunwarren representatives agree that such a step is neccessary.
