I have been speaking with members of this city and have realised that many passages to the city remain unsafe and unguarded, the mines are left to the defence of the Duragar who would not care if the city perished if it were not for the fact that we waste our money on their bad quality and over priced goods, and the eastern passage is merely hidden but not defended. Steps need to be made in fortifying these approaches, we have seen Drow stroll to our gates and nothing has been done and with the prospect of war coming this way it is more important now than ever.
I propose several new defensive forts, one in the mines, one in the east pass and two beyond the canal ward both north and west. the forts can easily be afforded if only we stop spending on less needed things like luxury goods and upped taxes for the more wealthy of the city citizens, with more contributions to groups such as the Stoutheart Clan Dwarves and the Golden Doubloons Sanctuary would be much safer and we would know more of what is happening beyond the city walls.
I also propose that more money needs to be put into the construction and maintenance of the animations, if it were not for them the fires in lower would have burnt on for days and they also stand ever visulant watching over all that happens. If they were put into full blown construction not only could we defend our self’s but if needs be we can retaliate. I do not see how a price can be put upon the freedom and safety of all the citizens so please consider this.

We agree on many things, however; Attacking the Drow would not of been wise, even with our defendable outposts acting as a buffer zone. They were of Traensyr, and an attack upon them when they did not actually wish war would of only brought it upon us all the faster. Regardless of this, I -do- see the uses of such things in other affairs.
Herein lies the problem; Funds and man power. In order to make use of such an outpost, we would have to spend thousands building one; Making it defendable, purchasing siege engines, purchasing the resources. Then, we would need men to man it; The Watch isn't suited for this, and I don't think the Tigereyes are either. It would require experienced men who would not be caught off-guard by the dangers of the Underdark to remain and either live inside these outposts, or constantly go on patrols back and forth between the city, leaving themselves vulnerable to ambushes on the way. I do not think your proposal is a bad one, I simply think things are needed to be done before we can even think of this. Perhaps even the establishment of a Sanctuary Legion, which would be a large step for many of the Councilors to even consider raising an Army.
That said; The Duergar are not as traitorous as they sound. They are a humble clan who rely on our business in order to thrive, they would not abandon that to allow some random horde of creatures to attack us and fail. If we feel relations with the Duergar are poor the Council can always seek to improve them.
I am sure other Councilors will give their opinion as well.

I thought the issue of man power may be raised and I am sure groups such as the Stoutheart Dwarfs or maybe even the Doubloons would appreciate a place of their own and the issue of money is one that could be helped if the Duragar did not make us pay such outlandish prices. They may not be trechurous but the amount sanctuary spends on bad metal is appalling, we should strive to mine the mines for our self, we cannot have the "Sanctuary legion" without weapons and the price to get them from the Duragars is far too much.
With the co-operation of all factions of Sanctuary we could easily train a militia strong enough to keep outposts and if we enforce a conscription of maybe a week a year we could have all citizens ready for the worst.
