I agree with you in regards to the Canal Ward, although my fellows may feel differently. I urge you to have all your men and women send similar letters to what you have sent, to the Council, without your official insignia. The more people they feel want this port, the more likely it is that we will have it.
You have free license to build up your own docks in the Canal Ward, with the Fireheart banner. Claim to be a man of all of Sanctuary, not merely Upper, and sell the traded goods to both Lower and Upper. It will be difficult for Upper Sanctuary to establish a presence in the Canal Ward, yet private organisations acting on our behalf maybe more successful. If you wish, and with luck, I may be able to find you Council funding.
What I need for you to do now, is to build up your numbers, and find labourers to begin building your own ports.
The docks have room for Upper, and Lower.
