If I download the CEP hak from bioware, will it in any way effect my ability to get on this server?

Nope. Having the CEP will only affect servers that make use of it themselves, ie. giving you access to them.

Currently EFU uses no haks, and has no plans to, but we do have available some optional overide packs.

It will allow you to pick some heads that will be messed up for people that don't have the pack. You would have to remake your character in that situation.
