Could be a redundant question that I'm not aware of, but here goes.
I've seen many empty, to my knowledge, buildings scattered around Lower, and probably some in Upper. So, I was wondering if it would be possible for PCs to actually purchase and own an actual home? I believe I've seen some manors or something in the past (I haven't really got the chance to stay on top of things lately and rather or not they were DM owned I do not know) and I think it would be pretty cool if PCs (that could afford it) could purchase actual homes, as limited as they are. Of course they would be quite pricey, but I say if a person actually succeeds in wealth, so be it.
The ability to invite PCs to a home for gatherings, meetings, parties, weddings, plots, and other "events" that could take place in one's private quarters would be pretty entertaining.
Vacant buildings in Upper are no doubt owned by the Council or whoever, and characters would have to seek out the appropriate group in able to purchase or rent the building to live in; demonstrating the character's wealth and power.
But, in Lower, there is no real government (or is there now?) and perhaps vacant buildings could be fought over somehow. Those places should be broken into and claimed by thugs, gangs, or just badass characters that can back their actions up. Either way, the resident of a building could be challenged by another party or character and forced to battle for his/her "property". Supervised by DM(s), the battle can be started by a verbal or written threat/challenge, or just a simple invasion by the opposing attackers/invaders. The owner of the building will have to be presently IG to defend his/her home. Occasionally, DMs could chose to just send average NPC thugs to invade and pester the owner(s) of the home, nothing overly challenging or impossible, but can be maybe xp rewarding if successful at fending off the attackers.
Furnishing could be purchased as well, local or imported.
I think this would encourage personal expansion, territorial disputes and violence, cooperative partnerships, and perhaps just a better place to stay. :)
