Since you need lore to -identify- an item, Personally I dont think it makes sense someone can just examine a powerfully magic item with no lore or spellcraft points, and just know what it does, without having seen it before or identified by a loremaster.
Since logically your character without those skills, knows nothing about the lore of items, unless explained specifically to them IC.
And another thing, I've noticed people with similar skills, if you try to sell them an item which is almost out of charges, (which again without lore or spellcraft they probably shouldn't be able to tell) They will just go "No charges left, sorry."
Do the DMs consider these things metagaming, or is it just me?

Not really. We could give players the option to un-identify items if we wanted to, but it's a hassle for something that will really just turn into an annoyance for the playerbase. We like it if players make something of not being able to identify an item, but we're not going to penalise them if they don't. We'd never be doing anything else, then.
Additionally, a maxed out Lore skill doesn't mean your character would necessarily know anything about items, it just so happens that they do because of the way the engine works (and we're not going to act on that, either). Rangers, for instance, make good use of a high Lore modifier.

As above, it is metagaming, but a terrible waste of our time if we were to do anything about it. You have no reason to fear the banhammer for doing this, but we of course prefer that you not abuse the system! Common sense applies, I guess.
