Sheriff Azzam,
Recently I, Lucius Westmore, Painbearer of Lord Ilmater, was apprehended by your men under an entirely legitimate claim that was, although, an untrue allegation. The manner in which they conducted themselves and the efficiency with which they performed their duties was overall satisfactory and commendable with two exceptions.
The first was the outstanding efforts, patience, displayed intelligence, and dignified manner in which Private Parkus Swift carried himself. He treated me with the dignity obligated to an innocent citizen yet maintained a professional attitude during the entire situation of my brief imprisonment.
The second exception to the fine behavior of your men was the attitude of a Seargant by the name of Lothor. He caused a ruckus outside of Sanctuary's influence that was dangerous to himself and the men that he had led with him in order to attack a man without any sort of allegations of criminal action, leading to at least one unneccessary death and nearly his own and Private Swift's. Additionally, he lost control of his most important equipment including but not limited to his issued armor, helm, and guardian rod. He acted without any sort of professionalism, incited unrest amongst non-citizens, and hampered a large (and eventually successful) freedom raid. Later on, his quest for vengeance led to my apprehension and stay within your prison without any solid accusations as to actual criminal behavior, all under capital charges. In fact, I was a large part of why his life was spared in the first place and witnesses can certainly be found to attest to this.
It would be worthy to note Seargant Lothor's attitudes and behaviors and remedial action would be recommended. It is men such as this Seargant that have made the forging of peace amongst the men of our fair city even more burdensome than it already is.
