People of Sanctuary,

Some of you feel that the Council has been too quiet. I agree with you. We have been failing in our duties to you, and rather than making united decisions and handling all the issues as we should be, we were falling into a habit that many of our predecessors have fallen into- we were arguing, behind closed doors.

I say to you, that this must come to an end. No more should we engage in our private conversations, which can experience day long lulls, in which all of the time of the people is going to waste. However, be assured that the Council is working against the present threats to us. The matter of the Necromancer "The Scholar" is being given all attention it deserves, and rectification is being handled. As for this goblin threat, we as a City have faced far stronger foes, when we were far weaker. We have no reason to fear this Goblin Tribe.

I urge you, each and every one of you, to voice your concerns, and your desires to the Council. Without your guidance, we are naught but 5 men and women sitting in our chambers, debating our own beliefs. And while I like to hope that you as people value our thoughts highly, as your leaders, I am infinitely more interested in putting forth the thoughts, and interests of the people.
