This report is addressed to the following people/organizations: The Seekers, Winston, the Watch, the Council, the Spellguard, and the Temple of Tyr.
The following is the report of Lucius Westmore, one of the two delegates in the first-contact meeting after the annihilation of the Mycoplean peoples. My companion diplomat was Miss Santigo.
We encountered no hostilities on the initial approach to the goblin encampment. A large group of assorted mercenaries, divine warriors, and Sancturian adventurers approached them first. As I arrived, so did their goblin chieftain. Their leader can be easily identified, as he has a large number of unusual marks and bumps atop his head. The only other outstanding goblin to note is his assistant, an apparently female goblin who arranges "appointments" for him.
I believe it is important to note that I initially offered a small sum of gold for an audience with the chieftain, but he was not interested in gold in the slightest. What he sought was weaponry, which was an unfortunate necessity to gain audience. Fortunately, the Waukeenite named Fireheart was there to assist me and should be commended for his aid.
The following is known for certain. The goblins claim that they had no part in the bloodshed and merely entered the land after it was taken by the Great Slug. The vast majority of the population was mercilessly slain, including the mighty barbarian tribe. On examination of their cave and corpses, we found that each had on its face a terrible expression of fear and surprise. None were left alive, although there was a locked passage that we were unable to enter that may harbor some refugees.
The bodies of Mynolae's attendants were found inside her towering home, but no traces of her corpse were found. It is now where the chieftain resides with his entourage. The landscape of the Mycopolis has been altered by the goblins further by the destruction of the bridge nearest to Lower Sanctuary and the blockading of the hill where Mynolae's residence stands. The goblin tribe itself is comprised of hundreds and quite possibly thousands of goblins, and there are no other species or races amongst them.
During the diplomacy, Miss Santigo and myself pressed the chieftain for as much information about the Great Slug as possible, but his words were both uninforming and occasionally contradictory. He told of a great black beast with tentacles that "see all". He made allusions to this beast being omnipotent in some regard, which may indicate some sort of divine empowerment. We pressed the goblin to reveal the power of this slug, and after some probing he cast a spell causing phantom blades to leap about, forming a protective barrier between the two parties. In the end, the goblin claimed that the tribe now sought peace, since their need for food has been satiated.
The following is speculation on my part, but may prove important after following them up. During the discussion, the bumps on the goblin's head began to move and quiver at the moment when he was declaring the will of the Great Slug. This makes me inclined to believe that illithid are somehow connected to this mess, but I have no further proof. Also, I firmly believe that the goblins will be making a large move on the Lowers soon, be it just a raid or a full assault.
I suggest a meeting of delegates from the multiple states of Sanctuary be arranged with the utmost haste, represented by the following: Seekers, Spellguard, Beacon, Pissing Crone, Watch, Society of the Ordered Mind, and Sanctuary Council. It is imperative that, for the security of all Sanctuary, a joint effort be made on everyone's part.
Regardless, Lower Sanctuary will not likely hold against whatever malevolent force took the Mycopleans. I find that there are only two choices, and both may still not be sufficient. First, Lower Sanctuary may need to be evacuated into Upper Sanctuary. Second, armed forces, Sancturian or mercenary, may be needed to hinder the goblin efforts.
