Honored sirs,
I'm writing to express my disapproval about the banning of duergar in Sanctuary. As I'm sure you're aware Sanctuary benefited tremendously by providing quality zurkh-pulps and other simple goods to the duergar of Clan Grunstubhle who worked the mines near us for many a year. In exchange we were a valuable market for them to sell their basic metal-goods. It is believed that Clan Grunstubhle's miners were a major discouragement to goblin slavers and rogue Underdark monsters that might threaten Sanctuary. Duergar traders and merchants regularly passed through Sanctuary, seeking a market to trade their goods, and the town benefited from this. Of course Clan Grunstubhle closed their bank and stole the town's gold, but this was only after serious provocation in which much of the town was up in arms against the duergar.
Myself and the undersigned believe that although duergar are rarely to be trusted and may not deserve true citizenship in the town, we can not survive as a settlement without fair relations with other communities and peoples. If duergar traders are welcome in Sanctuary, this is an incentive for at least one group of underdark natives not to simply enslave or destroy our entire town. Sanctuary can not afford to stand alone.
Respectfully yours,
Hordan Jathros

Hordan Jathros,
You letter has been recieved by the Council, and we thank you for your concern. Input from citizens is always welcome and is always taken seriously. As it stands, it is likely that the Law we have passed regarding duergar, will remain unchanged, considering past experiences with duergar thieves and problems with raiders. However, we will consider our stance once more.
The current Council are aware that a Sanctuary alone, is a dangerous thing; therefore we have begun searching for alternative trading partners, including a clan of shield dwarves that have made their home nearby.
Again, thank you for your letter.
Respectfully,
Councilor William Donrick

Esteemed Councilmembers,
The houses of the Knights Confederate endorse the petition of Mr. Hordan Jathros. Recent events require us re-evaluate our ability to deal with local inhabitants (meant in the strictest sense of business). The council has tried to fit into bureaucracy what should be left to the common sense of citizens.
Duergar do not need to be welcomed, but niether do we need to make them enemies.
The respectful position of,
Captain Richard Beruan,

William collects the letter personally, reading it over a few times in the comfort of his own office, before sighing and pouring himself a stiff drink.

*To The houses of the Knights Confederate and Hordan Jathros *
I have never been supporter of this ban, but unfortunately fairly fanatical induviduals in the council had this voted in hastily manner. You can relay on my support of over turning this ban, as I have always supported needs of the trade. With help of this letter, I am fairly confident that the law will have a change soon.
Respectfully,
Councillor Wyric Crowshire
