I was wondering, if you had 16 intelligence cleric and was lvl 7, and then you decided to take a rogue for the extra skill points, would it bug your character?

I assume you are referring to the known issue of potential file corruption associated with skill point banking. You would not actually be saving any skill points in this case, so no, you should be fine.
