Complaint to the Guard (CC'd to Council)

Officials of Sanctuary,

I write to complain in strong terms about the ignorance of your guards of the law they uphold. Two of the Watch; one by the Town Hall itself, the second captaining the guard to the lower city; defended one who admitted to carrying - and stated his intent to use - items containing trapped and enslaved souls, of necromancy.

Without the help of the guard - my arrest was, I admit, justified as I reclaimed the items - the items are now destroyed in accordance with Kelemvor's dictates. I urge you twofold; first, to ensure that all your guards see this slavery, for slavery it is, is not sanctioned and is moved against. Second, should any such entrapped souls be found, I ask they be brought to myself or another of Kelemvor. Simply casting such aside is a crime against the soul within.
