Watchmen,
It has recently been brought to the Council's attention, that the Watch are currently in possession of a potentially dangerous artifact, that was once owned by Order of the Spellguard. We are concerned that such an important piece of information was never brought to the Council's attention, and that it is only by the actions of a vigilant defender that we were finally informed. If you could please forward, to the Council, all information regarding this artifact, and why the Watch currently holds it.

Councilors,
No official record of its theft or of its belongingness to the Spellguard was -ever- filled to the Watch prior to its dissapearance. A traditional requirement to reclaim any object found by a law enforcer.
In archive, the last owner for this item was a Councilor named Highill, a wealthy philanthropist who founded the Library. He was murdered and the item dissapeared with his murderer.
I feel uncomfortable in removing the object from the civilian unless its dangerousness or belongingness to the Spellguard is -clearly- established. It is something that the civilian has worked hard to acquire through legal means, and I see no reason, as of yet, to prevent that or remove his right to own the object if it causes no harm. (Which it has caused none).
It is less dangerous than the equipment of some of our guests and citizens. It is therefore not an artefact that pass under the law of endangerment of Sanctuary. It is simply a powerful item and it provokes 'greed' in most of men. Why is the Watch holding it? The proprietor fears for his life and fears the greed of others, and a Private agreed to keep it safe. It was a private arrangement between the two of them.
It only came to my attention briefly, and other more important security issues are the main focus of my duties.
If the Council would settle this claim of ownership, then I would see no trouble in having it returned to the Spellguard.
