As you know the kobolds are not wanted in lower. However their population is ballooning. They walk about, some without fear, in the streets, the taverns, the inns. If they are attacked, they scamper off to gather their kind and surround you. They are becoming a mild threat, and are not heeding the warnings given to them. Something must be done unless you want them to begin attacking random citizens. Some strange people aid them, a kobold I heard talking in the crone said a man named Alaron will get him papers to go into upper. Someone named Reg protects them in the Clench because the kobolds are supposedly helping her find her mother.
