I write concerning a recent incident involving a troubled elf by the name "Kin" and one of your Watchmen "Lerzon". I recently overheard a conversation the Private was involved in, regarding an assault on said elf, in which he said nothing could be done, considering the crime was out of Sanctuary.
If I understand the Sheriff's view on such things correctly, it matters little where the crime was commited. If the victim was a citizen of Our Sanctuary, the criminal is punishable by Our laws.
Therefore, I am asking you as a friend and advisor, to take control of this investigation personally, in order to bring the criminal who dares attack citizens of Our bastion of freedom to justice; as I fear Private Lerzon's competence in such a matter leaves a lot to be desired.

A crime committed outside Upper Sanctuary where a citizen of our society is involved may certainly be investigated upon and be judged by our laws, whether the crime was committed in Lower Sanctuary, Mycopolis or the Underdark itself. The matter of proving that said crime was committed is another thing in itself, and makes any arrest on such matters difficult to make. Yes, we can do it, but it is difficult to do sometimes.
Thank you for sending this letter about your concern in this matter, but I personally believe that Private Lerzon is able to do something about it. I will speak to him about this, but not take over the investigation which he is making, for I believe he will get a solution to this. Normally it is the Sergeant who responds to matters concerning doubt about Privates, you may try to write a letter to Sergeant Lothor and hear, but I believe you will get the same answer from him.
