Scrying is not incredibly well defined, but in the EfU setting, scrying can be defined as seeing and experiencing beyond what is "actually available" to a person at any given time. This could be something like experiencing someone else's dreams, seeing what is happening behind a closed door, catching a glimpse of the near future, etc.
What's probably more relevant, however, is that scrying in this setting is pretty much one of the most difficult, unknown, and rare feats a spellcaster can hope to achieve, right up there with portal magic. This is not common knowledge stuff, even for a diviner. A level 2 spellcasting diviner coming to Sanctuary may know (at most) that scrying is real and can be done, but would be very fuzzy about what you can actually accomplish with scrying. He/she would definitely not know exactly how to scry in pretty much any fashion. To start out with any more knowledge than this, we'd ask you to submit an application -- it would be much like applications for being a recognized clergy or having knowledge about some dead deity or other deity with a lot of secrets.
I'll add that this is something that does already 'exist' on efu. It may be hard to find, but there is information about this in game. Some of it can be done with DMs, and some of it can be done without.
