Citizens of Sanctuary!

While I have been elected, and I am still honored for the trust placed in me, I must ask for your aid- Once again!

I am in the midst of passing laws for the Safety of this city, and one of them which I feel is of paramount Importance is the Outlaw of Necromancy; Specifically... Animation of the Dead!

I needn't tell you how vile the act is, it's slavery at it's worst. The binding of an unthinking Husk to the wretched Necromancer's will so he might abuse and manipulate his new slave however he wishes. I needn't tell you how prevelent it is! For just last night, many Citizens observed, to their horror, a Necromancer being sanctioned by the Spellguard and -allowed- to animate his undead creations for the sake of gladiator combat, to lure in desperate mercenaries and adventurers over the illusion of grand rewards and treasure! Last night, many of us bore witness to an Animated Zombie mindlessly crushing the skull of a man's head with the heel of it's boot, while we were helpless to stop this wretched spectacle.

I ask you, People of Sanctuary, spare me your support! This is something we must all speak out against, This will not be tolerated in our city! We are not akin to the Drow, who animate their brethren like unthinking Cannon Fodder or Entertainment. We -ARE- above this act most vile. We are the people of Sanctuary!
