[A missive to Officer Barkeley]

Officer,

Today a Necromancer announced a Gladiator Games which consisted of the wretched man animating undead creations to battle misled and desperate citizens of Sanctuary, many lured unto their deaths by promise of riches. Many citizens today were witness to an animated zombie crushing a man's skull in as he lay helpless on the floor. This same man animated an hour later at the conclusion of the Games.

It's surely a wretched thing, we can both agree.

What is almost as bad, however, was one of your Agent's presiding over these games for a -second- time. Not only did this Agent observe it and not seek to scorn or dissuade the man for his immoral actions, Agent Wrinkle even went as far to seek to -participate- in the combat.

While I understand there are no laws prohibiting this wretched thing yet, I should make it clear that the Spellguard has a reputation to support. I do not think it is a good idea for your Agents to be condoning Necromancy, especially in the manner it was tonight. The citizenry is already apprehensive of your order.

Please remind your Agents of who they are and what they represent in this city, I can assure you, Councilor Gaeseric, Graiden and myself were all thoroughly disgusted with everything.

Once again I feel it neccesary to write to you concerning your actions of one of your Agents.

A suspected criminal by the name of Victor was wanted for questioning and other charges by Agent Hectra. No warrant was posted, nor were the Tigereyes made aware of the man being wanted so that they might of had a chance to apprehend the man for the Agent.

Instead, Agent Hectra rounded up a rival group of Mercenaries, the Doubloons, recently banned from Lower on charges of inciting riots and other rabble-rousing affairs. She then took these mercenaries into Lower to apprehend this man, Victor. Once again, the Tigereyes had no inclination that Victor was wanted and thus were not granted the chance to apprehend him.

The Tigereyes responded with force, apprehending the Doubloons after they failed to honor their banning from Lower. In the combat, several men were severely wounded, one woman possibly turned to amnesia because of it, and then another case of extortion appears to be churning between the Tigereyes and Doubloons.

All of this could have been avoided if Agent Hectra had acted in an orderly fashion and contacted the Tigereyes to do their duty. Instead, we're left with further chaos, more coin to spend on any damages done, and possibly a seperate criminal or civil case involving this breach of the ban charges.

Unfortunately, she broke no laws in her actions. She only weaseled her away around several men and manipulated them to her own ends, it reflects poorly on the Spellguard and Sanctuary as a whole that things like this are done and encouraged by Spellguard agents. And though I understand the Council is able to establish such laws to prevent these things, it would be cumbersome to do for the sake of preventing one or two underhanded people from acting, especially when I might contact their superiors and seek to have them reprimanded.

Should behaviour like this continue, I may have to vote in favor of shifting the budget from the Spellguard to repair the damages caused in Lower by your Agents manipulating foolish and gold-hungry mercenaries to incite the Tigereyes.

Officer Barkley receives the letters and frowns as he reads them over. He opens a small drawer in his desk, pops a blue mint into his mouth, and begins writing.
