To the Council

To the Council of Upper,

My name is Yvonne Rhune. I am a Seeker and a Namer of Oghma. I recently sent a request via Councillor Pepto Fizzwiggle. Councillor Wyric Crowshire informed me that the request had stalled. He suggested I send this additional letter with clear motivations and benefits.

To refresh your collective memories, the request if for my dedicated team of experts to spend time in the Herald’s office, to learn all that they can about the Sending system. They would require the assistance of the Herald with any questions they might have regarding operation of the device. They would not at any time dismantle or damage the device. All they require is permission to be in the room for moderate periods every day, and the assistance of the Herald when he is not otherwise busy.

The goal of my team is to replicate the svifneblin sending technology. Communication is vital for the successful functioning of a city, and the Sending system is a unique and powerful tool of communication, which Sanctuary is very privileged to own.

I was at first advised to seek aid from the Spellguard. Not surprisingly they flatly refused me any assistance on this topic. They currently hold a monopoly on the operation of the Sending system, which gives them significant leverage. No doubt had the Spellguard/Old Sanctuary dispute escalated rather than resolved, they would have eventually turned off the system as part of their strategy. It is not healthy for such a vital and important part of Sanctuary’s well being to rest with one secretive organisation whose motives and goals are often very separate from the rest of the city.

The first new sending machine would be set up in the Shrine of Ascension, to aid Lower in its communications. This sight has been chosen as it is closest to my work area, and would fill the largest gap in Sanctuary’s communications. However as a Namer, I am sworn to aid knowledge and communication wherever and whenever I can. As such I would aid the construction of other such devices on request. For example every watch bunker could have one to increase safety. Or Sanctuary may annex the Blue Mushroom, or set up a port on the docks area. Either of these would be aided by a Sending device. Once the technology is replicable, the Upper Council will be able to decide on future Sending machines.

There was some concern from Councillor Crowshire that a machine in Lower would be used for nefarious means. He was concerned that the device would fall into the hands of brigands or gangs. The Shrine of Ascension had a significant history in Lower, and it has never been assailed or attacked. Even if it were attacked, it has significant available manpower to repel such an assault. Just as in Upper, there would be a mage dedicated to the operation of the device, and so he would not need to transmit crude, insulting or otherwise derisive messages.

To summarise, this request is of significant benefit to the Council. It would break a monopoly, and facilitate communication across Sanctuary. It would demonstrate that the Upper Council was capable of cooperating with its closest neighbour on important issues. Finally it is free, and requires no work on Uppers behalf.
