Many people, myself included, often go between Upper and Lower to quest.
Do we want more of a barrier between Upper and Lower? If so, I would suggest a toll of 50 gp, and an additional map which consists of nothing but stairs.
The toll would be there to keep Lower poor from wandering up to Upper to beg or steal. Currently nothing stops them.
For PCs, it would create more of a feeling of entering a different environment, and more of a feeling of "belonging to" either Upper or Lower, as opposed to freely travelling/questing in both.

No, OOC'ly they just aren't desirable for the server! They had a tendancy to trap (new players especially) in areas and people would not know what was going on, among other problems.

While ICly it seems logical to have such, OOCly (as one of the DM's stated) it created problems.
Additionally, despite the fact that Sanctuary seems to have many of the mechenations of a modern city, it's still a survivalist town. Things like tolls only exist in functional use when large economies exist....Sanctuary's is no such economy.

You know... this wouldn't happen if those tolls were something closer to 1-5gp. See, tolls are suppose to cost pennies, not billfolds. And 50gp is never really all that cheap.
But should a toll gate ever be tried again, it should be made with a more reasonable toll- that will in its own right gather up a fairly large quanity of taxes for the Council >.> W/o trapping people. <.<
Ahem. Course since most people just find them to spilt the player base, and our player base is so small at the moment, We really cant run Lower and Upper as two different places and keep any reasonable number of people in each... So I'm not shouting new toll. Just .. a suggestion.

I think a toll gate between Lower/Upper would add a lot of atmosphere. Just don't make it cripplingly expensive. 1-5gp, like Ebok said, is perfect!

Obviously, the 6GP toll was worth killing six NPCs and a PC over. But five won't cause any trouble, no-sir-ee.
Let's just see how this plays out IG. I don't see Azzam setting up any tolls in the near future, but we'll see.
