In the DM questions and answers forum I asked about area affect spells that say they only affect enemies, and whether they also affect friendlies.
The response was that, if the spell says it only affects enemies, it should only affect enemies.
Cloud of bewilderment says it only affects enemies, but after testing it also affects those in your party.

It affects everyone but those marked "Friendly", by default. And it seems to be left that way on EfU.

I'm just about 99% positive I've seen party members hit by friendly cloud of bewilderment.

The people affected were myself and the other character in my party. Not sure you can get much more friendly than that. It affects anything that walks into it.

By friendly, I believe it counts as the people who are highlighted green, not those who are highlighted blue.

I'm somewhat blue/green/red/gold colorblind. I never noticed a difference in friendly targets, they all like bluish to me.

Friendly targets are bright green, quite different from blueish-neutral.
On EfU though, due to Full PvP setting, people in your party remain neutral (blue) unless the specific area is set otherwise, which information you receive every time you enter one.

Blue, Green or Red, it wouldn't make any sense if yourself and your buddies wouldn't have any problems at all in a Cloud of Bewilderment!
