A halfling with Weapon Finesse and wielding a rapier, isnt getting the Dex BAB, ony get the standart Str BAB. Rapier is a "finesse" weapon in NWN but not in Efu ?

I could be wrong but it isent a finesse weapon for halflings since for them its a two handed weapon. For normal sized characters finesse works fine.

Two-handed weapons can't be used with Weapon finesse.

Yep. The rapier is too big for halflings and gnomes to wield using Weapon Finesse.
