The Temple, and district, ceded due to the corruption and darkness in the authority of the city. The Council was deemed unfit to rule, and the darkness of corruption and sin permiated the policies and decisionmaking of the city. Constantly spurred and fought against, the goodly folk of the city decided that it was time to establish a theocracy, a city upon a hill. For a city upon a hill cannot hide in the darkness, it cannot hide in the shadows, but it must be a beacon of light to all, for all to see. It was a place of rest for the weary, away from the sins and corruption of wicked and failable men. Yet the city proved itself to be a foe to this settlement by establishing a barrier tollbooth, to demand that people who went to the temple for redemption must pay for rest, must pay for the purification of their souls.
After a long treaty process which gave New Dunwarren some of their concerns, and is now published under law, New Dunwarren rejoined to spread the goodness, and rest of its settlement with everyone, for free. The common man was allowed then to come into the temple and pray, and be blessed by his God. The Shrine to the Triad became not a military stockplace, but the proper place of prayer that it should be. The district still serves as a beacon in the darkness- a city upon a hill, but now it is open for all to bask in what being the city on a hill means, and see it for themselves.

To anybody but Warden Alabaster Rubyglow:I need to know when and why New Dunwarren was established, as well as when and why it rejoined with Old Sanctuary again. Kindly try to keep the propaganda to a minimum this time.

I am Drin Shieldarm of Arvoreen and Greycloak for New Dunwarren.
While I cannot tell you the exact date the City on the Hill was created or specifically when we receded, I can tell you the reasons for our actions and that this ward is less than a year old, our secession younger than that, and our reunification occurred within the last couple of months.
The reason the settlement left, to my knowledge, was because it did not wish to be part of the corruption of the Old City, and thus became it's own ward.
When the city decided this was not to their advantage, they erected toll booths. This further raised tensions.
Eventually, war seemed emminent, but was averted through deliberations with the Old City's Council. When a mutual agreement was formed between the Old City and New Dunwarren, we reunified with them.
