Dear sirs and madams of the Watch,

On several occasions, I have had need to venture into Lower Sanctuary as many of us do. No doubt you are familiar with the lawlessness and other problems. I am aware that at one time, the Watch did exercise their influence upon the people of Lower Sanctuary. No doubt these must have been better times than the ones we suffer now.

The degree of debauchery and brigandry is shocking. With such close proximity to the more controlled populace of Upper Sanctuary, surely thieves, smugglers, and worse travel into Upper Sanctuary with little difficulty. Without consolidated control over both the Upper Gates and the Canal Gates, truly we cannot be solely responsible for our own safety.

This lack of universal control over the various sectors of Sanctuary leave us painfully open to flanking attacks from the numerous enemies laying wait for just such an opportunity. Surely, even now, these hordes wait in the dark outside our gates. Do we trust completely that these would be infiltrators can be held at bay by the Cave Worm Clan, or do we even trust that their allies are not our enemies?

Please, if there is any assistance I can be, do not hesitate. For if you feel like I do, then we must realize that at our back door lies a beast ready to consume us. It would be wise to implement controls on the situation, before we loose control completely.

If you want to know why why do not enforce in lower any more, get in a watch uniform and take a stroll down there.

And yes, the Canal Gate is vulnerable because of this, but if you are worried about an attack, stay in upper. The watch can fully defend the upper gate and the in-between.

Sir Blatz,

we are aware of the society beneath us, and well aware that what is likely to be murderers and ill wishers walk through the gate between Upper and Lower unhindered. But there are also many adventurers and mercenaries doing the same, and unless the criminals show a recognized gang color we have no idea of who are walking through the gate, and neither do we stop each person who wants to venture into Upper to ask them who they are and what business they have.

As far as I know, the only likely positions an enemy would strike at our region, Upper Sanctuary and New Dunwarren, are through our outer gates, the border which seperates us from Spellguard territory, a gate in New Dunwarren as well as the gate between Upper and Lower. Each of these are defended, and only a short call from any of these directions will let us know if something is happening there, which we quickly can respond do.

As you would already know, we have no control over any region beyond what I have mentioned. I cannot speak for what we can possibly do to infiltrators other than find them. On the matter of Cave Worm Clan and Mycopolis, yes we must depend on them to control the gate in Lower. Any outside force would meet them there first, and if the Cave Worm Clan cannot hold the gate we must pray that adventurers and mercenaries are able to come to assist them. Some time ago, there was an undead attack upon those gates and I was among those who protected it. While we were few at the beginning, more came and was able to successfully fight them off. This was before I joined the Watch, and it is extremely unlikely I will do such again unless permitted to go down there.

There are numerous tasks you can assist us with, and we are happy to receive whatever aid you are willing to give us. Find a member of the Watch and ask him for what you can do to help us, and I am sure he will make a few suggestions.

This is exactly what I said would happen when they passed that dumb law. I'm gathering the names of the Councilors who still support it, and as soon as there's an attack from Lower, I'm putting them up everywhere.

In the meantime, I will pay coin for any information you can bring me about what's going on down there.
