The Welcomed Races Act The following races are welcome: humans, dwarves (excluding duergar), elves (excluding drow), halflings, gnomes, half-orcs and half-elves.Before the people and defenders of Sanctuary, Varlam Nikitovich suggested no reliable, scholarly source would defend Duergar as a dwarven people, further impying the Watch could escort them out of the city as needed.If the race is not mentioned on our list, the city watch has right to escort the known person to the city gates.
The Enemies of Sanctuary The following races are enemies to the city: Goblins, Kobolds, and Drow. They may be slain on sight or captured and turned over to Watch custody.In Marpenoth Y152, Duergar are removed from the list of Enemies, much to the pleasure of practical merchants throughout Sanctuary.
The Malevolent Foes of Sanctuary The following beings must be slain in as prudent, yet swift, a manner as possible: Mind Flayers, their non-humanoid experiments, and Beholders. Their sighting and subsequent death must be reported to the Watch.
The Aspirants Act Any individual non-malevolent being may approach the council and ask to be officially Welcomed into Sanctuary, despite their race, and be afforded the rights and privileges of all citizens of Sanctuary. The council will extend this Welcome in their prescribed manner of decision-making.
