What's considered metagaming the scribe?
Specifically my problem is: there is nothing stopping you from posting on the forum Public Notice board "10,000 gold bounty on the head of Azzam." These notes could have been hand written, and personally distributed, so that it could have been done secretly.
Now if you want hard copies of the notes to litter the streets with IG you'd have to go and have the scribe make some (unless I'm missing something, which is very likely possible). Naturally, if your character said "Hey scribe make me some bounty notes for Azzam," he or Tyrell or any PCs nearby would have some sort of reaction. What should be done if you wanted such notes to distribute IG? Should players refrain from having the scribe make clearly provactive notes?

Personally, I don't think it's a big deal as it's sort of a workaround to allow PCs to make notes ,which in reality, they should be able to write themselves.
Some DMs may disagree though, if so, they can say so!

Nah, I think it's legit to consider the NPC scribe an OOC means to achieve an ends, and I'm sure we've said that many times before.

The scribe himself can pretty much be treated as an OOC tool to get things in writing. The moment you have those scribed notes in your inventory is where the OOC stops, however. If you do plan on spreading very malicious information, make sure you fill in a DM on your plans.
