[A missive to Officer Barkely]

Officer,

I write to you concerning the demeanor of one Agent Hectra.

Recently, I presided over a trial that involved aggression and animosity between a Spellguard Agent and a Tigereye. Rather than lower myself down to their petty arguing, I dealt judgement. My order was a large fine for the Tigereye to Pay, followed by a request for the Spellguard and Watch to only enter Lower if they were in hot pursuit of a criminal.

If they were to enter Lower otherwise, they were to go in plain-clothes, or to send prior notice to a Tigereye so they may prepare an escort of a sort, or simply know of the incoming presence of an Agent or Watchman.

The reason for this request should be obvious; Those of Lower care little for the Watch and especeially the Spellguard. It is an unfortunate truth, and no matter how much I feel the Spellguard or Watch have every right to present themselves in Lower in their uniforms, I feel it must be considered that those of Lower do not care and will not tolerate it. Riots have been incited before because of this -exact- thing.

That is my request. That those of the Spellguard and Watch consider the feelings of those in Lower and only enter in Uniform if they -must- and for serious reasons, such as that as pursuing a criminal who has just fled into Lower.

Agent Hectra has taken it upon herself to include snide remarks in many of her Warrant and Law reports concerning my judgement on this manner. Seeking to place blame on a presence of crime in Lower entirely on myself. Her demeanor is one of spite and unrest, something ultimately becoming of an Agent of the Spellguard. I would appreciate it if she was spoken with to ensure her job is that of a Law Enforcement Official. Not a Critic or a Riot Starter. Show her this letter, even, if you wish. She may even come speak with me personally. I simply will not tolerate these pathetic and spiteful implications and claims she directs in my way.

Law enforcement agents are already advised that Lower Sanctuary presents a potentially hostile environment. On the other hand, the Spellguard is expected to enforce the Council's laws throughout the entirety of Sanctuary, whether or not it is convenient for us to do so. We will continue to uphold this solemn duty and responsibility.

The majority of citizens in Sanctuary, whether they live above or below, believe in a just and lawful government. They love peace and loathe conflict, and they disapprove of the rioters who would overturn their homes and cast out their defenders. Many have begun to be concerned with radical views expressed by the Tigereye Company, and many reputable Councilors have called that group's very contract into question. I warn you against casting in your lot with the criminal element and supporting and appeasing, even with mere words, the rioters in Lower Sanctuary. There are already many respectable citizens who are concerned about your growing criminal record: please don't validate their worst fears.

If you would like to discuss the finer points of Agent Hectra's views on the welfare of the city and its inhabitants, you are welcome to write to her directly. Sadly, I fear that you will have to tolerate the "pathetic and spiteful implications" that she directs your way, as Sanctuary has a strong tradition of allowing free political speech. I certainly hope that you, as a Councilor, aren't planning on closing yourself off to legitimate criticism about your many controversial decisions -- you may find that doing so will not forestall the debate about your competence to serve, but merely ensure that you play little part in it.
