I have a little more information of the group of three axemen causing trouble in lower.
I have gotten the names of two of them, one refused to give it to me. I am not sure whether these are first or last names, but one is called Ludwig and another is called Stord.
Also, they follow Garagos. This doesn't mean much to me, but I am going to research it.
There was an incident in lower involving these three men, who started to insult and taunt Ordinant Eva Kelm. This resulted in a gathering of about 20 people and in the end, a large half orc in white attacked one of the Garagosians and was beaten. At this point, me and my group left to do what we were doing in the first place.
