[To the Council, marked: Lord Bunge]

Flamerule 18 - Year 152 - 1374 D.R.

As many of you may know, Lord Bunge was banished some time ago, allegedly for devouring the corrupt Sheriff Walter's boots. While buying some potions from him earlier, he casually mentioned to me that he felt the city was abusing him. That many of our citizens just kicked him around for the fun of it, hinting that he might be packing things up to move on to a different place.

For those of you that don't follow history or read up on things at the Book Shops, Lord Bunge and his tribe are generally peaceful, skittish creatures that sell potions and other wares cheaply to the city that they manage to brew and craft with their meager equipment. I offered to speak on Bunge's behalf to the Council, to see if his ban from the city could be lifted, along with a little area to be set up in the bazaar or wherever inside our gates. (Perhaps just within our walls even would be ideal. It's really all they are asking for.)

While Sanctuary has recently banned all monsters from the city, we have allowed worse creatures into the gates. Him and his kin are harmless, and if we learn anything from their history with us, it's that for the past 2 years they have been no trouble at all to us. It's clear that some criminals are hopeless causes and there can be no second chance for them. Some find redemption, though, and some can change for the better. I sincerely believe the kobold Bunge to be one of these candidates.

Just a heads up as to what I have been up to, for everyone else to read up on.

Although I am one hundred percent certain that Councilors Sparklegem and Fizzwiggle will be diametrically opposed to this idea, I felt it necessary to appeal to you, Councilors Nikitovich, Elrithilia, and Crowshire, and your economic sensibility. To deny this boon to the city is to deny a very cheap, continuous supply of slightly damaged metal wares, and inexpensive yet effective potions from a few harmless kobolds.
