[a missive for all Councilors, left at the Town Hall]

Esteemed Councilors,

Included below is my initial draft for a program that I want to implement for our fine citizens here in Sanctuary. As the formian attack is almost certain to strike at our city anyday now, it is important that we, the Civil Servants and Militarized Defenders of this City acknowledge those that contribute extraordinary services, beyond which is expected of any citizen in this perilous time. These are the citizens that keep our city together, inspire courage in others, and quite frankly, are our heroes we admire. As such, I have suggested the following program to my peers. I submit it for Council Review, and the work is entitled:

"Sanctuary Citizen's Brigade" (Not a name I am particularly attached to, it is the concept of it after all that is most important)

Hello folks,

Henderson J Tubbs here, the man that makes your steaks and cleans up your dinner-dishes. When I joined up with the Watch, I swore an oath I take very seriously, to improve this city as best I can, and to protect all the citizens that dwell within it. One of my ideas on how to accomplish this involves a Citizen's Brigade (Or other aptly named group) Programme, in which Citizens that show themselves to be outstandingly brave in the face of overwhelming evil forces that threaten this city are appropriately rewarded.

While I do not doubt our current efforts to reward brave citizens that aid our city is functioning, it never hurts to try improve ourselves. At worst, my idea will just be rejected, after all, and no harm done in that. So here it is:

"Sanctuary Citizen's Brigade"

1.) Note that all awards in this program are currently set aside for normal citizens of this city that are not apart of the Watch or the Spellguard. Ideally they would be publically announced, and awarded to brave citizens by the Sheriff in a very public ceremony. (I'm not opposed to Councilors announcing these things either. As long as our heroes are recognized for their bravery.)

2.) There should be a plaque, or possibly even statues in the Town Hall, where all these names can be placed for all others to look upon. Ideally this would inspire hope in the common man, letting all that gaze upon it know that it is the courage of the individuals that dwell within our walls that keep us all safe from the brink of oblivion.

3.) Each medal/award could be infused with a sort of magical power, ideally by the Spellguard, (That is, if they are willing to re-unite with Sanctuary under non-hostile terms...or maybe see the merit in this idea regardless of their current political standing) varying in strength based on the merit of the deed accomplished by a citizen in question.

Award 1st Rank-

Charles Bresley Hero of Sanctuary Medal (intended for warriors). Frederick Bresley Hero of Sanctuary Medal (intended for scouts). Melinda Bresley Hero of Sanctuary Medal (intended for spellcasters).

Award 2nd Rank- Calley Hennet Mark of Distinction.

Award 3rd Rank- Azrus Azzam Token of Service.

Hopefully you all like these names! I just looked through our history files for some names of our beloved heroes. Names that invoke memories of perhaps a better time, or of long lost courage. The names are not as important as the concept however, and I am very open to suggestion on a change.

If the budget does not allow us to follow through with these decisions, I will do what I can to raise funds for this, however, especially with the impending Formian attack, I think it would be great to reward any citizens that prove themselves to be invaluable allies in this great battle with the darkness that comes.

As it currently stands, we, the Watch can not do this on our own. I hope to mend relations with the Spellguard, Watch, and Town Council. Like Mama Tubbs said to me and my brothers when we worked in the Chocolate Store together: "A family united by a common bond will overcome all obstacles, and shall flourish even in this darkest of places."

Well sirs, our bond was food, but that doesn't mean we can't find a way to make this work. I'm not sure how to enchant things, nor do I know how much it will cost to make said objects any more powerful than the other, as I am little more than a Knight in service to this city in the Watch.

You may be happy to know that the Council of Sanctuary possesses the power to award such individuals as you described. There are two special types of rewards, not including what an individual Councilor may offer from his personal horde, the Shield of Sanctuary and the Mithril Badge of Freedom.

The Shield of Sanctuary is a ring commissioned by Yorrick Bresley to reward brave defenders of Sanctuary following major crises. They carry powerful enchantments that likely can't be replicated, at least not without non-trivial expense.

The Mithril Badge of Freedom is a medal forged from extremely precious metal to honor brave freedom-fighters opposing slavers.

We will, however, take your suggestions into consideration as well. Once the current crisis is over this may be an issue we would like to take up.

Hello folks,

How are things progressing on this? Considering all the lives lost during the recent invasion I'd think it'd be a grand time to unveil such a project, or at least issue rewards to citizens. This idea is one I presented to my senior officer, Lieutenant Sunellar upon joining the Watch on the 29th of Kythorn, and much thought has gone into the process. The Sheriff has personally expressed great interest in the topic, as have all my Senior Officers.

Also, were any citizens rewarded for their duty to the city during this recent expulsion of the formian threat?
