Letter to Marcus Kemp

It is my pleasure to inform you that the Council of Sanctuary hereby declares you Headmaster of the School of War. Congratulations. It is the hope of this Council that you shall serve to the maximum of your ability, embracing the virtues of honor, integrity, valor and decisiveness of action. We will be watching your progress carefully to monitor the growth and success of the school under your stewardship. Do not fail us or prove to us that our trust was misplaced.

We expect from you immediate action to begin preparing for a possible attack by the Formian, and for your cooperation with our city Watch in this matter. We leave the situation in your capable hands and expect regular updates on your progress. The Council shall use its powers to aid you in whatever way we can.

Also know that we may in the near future make changes to the charter to better empower your organization.

Give me a report of the current status of the School of War. The Council requires you to give to us a list of your staff members, as well as your current plans for the school.

I have just proposed a law that is now up for debate, in which all able-bodied citizens between the ages of 14 and 30 shall be drafted into a temporary militia and sent to your school to be trained. I have appropriated a budget to afford supplies for them and the rest of the city.

Included in this letter is the proposal that effects the school, but keep in mind that they may change as the Council debates over the issue.

In an effort to increase our chances against the Formian threat, I am proposing the following.

- Every able bodied citizen who is between the ages of 14 and 30 is hereby drafted into a temporary active militia.

- These citizens shall immediately report to the School of War for training. Once there they will be informed of the dire threat we face, and the reasons they have been called to service.

- These citizens shall be issued emergency supplies and equipment that have been appropriated from the discretionary budget.

- They will not be used on the front lines unless ordered there by the Sheriff, and will instead remain within the inner city to defend it should the gates be breached.

- The militia shall be disbanded after this threat ends, the equipment returned and then sold. The coin shall then be returned to the discretionary fund.

As it stands, current plans for the School revolve around cooperation with the Watch and Council in regards to the growing formian threat. The School will gladly offer training to any militia that is formed. Any many who can weild a blade is welcome to be trained at our School. We are currently in discussion about the possibility of a Watch Deputisation, in which I was assigned command of my Staffmembers, as deputies under the command of the Watch. I hope to have an answer for them soon.

Currently, as per the Charter of the School of War, a tenday tournament, in honour of our founder, Headmaster Reev is being organised. We hope this glorious show of prowess and skill will be an inspiration to the people of the city and assist in raising morale.
