The Sanctuary Council has already found a use for the abandoned building that once housed the Seekers. We are also already dealing with a similar proposal as Agent Hectra put forward. We have no desire to allow more of our territory to be taken by the Spellguard.
I have already denied a similar motion once before when it was put forward by Agent Hectra. The fact that I denied it again should not be shocking.
You are mistaken about Agent Hectra's intentions. Here is what she said: "...we have been asked to re-enchant the robes that protect you during these times of increased danger. In exchange for the now empty Seeker Hall, our order would most likely be willing to do this."
That is where I stopped reading and caring about what she had to say.
This Council will not be blackmailed or bullied by the Spellguard. The only defense that can be put forward for the reason your organization is tolerated is because it strives to do its best to protect this city. I believe that is the truth. However, considering the looming threat we face and the games the Spellguard play it is causing that one single truth to be called into question. I will remind you again that should Sanctuary fall the Spellguard will join us. Our fates are linked together, whether your order likes it or not. We cannot force you to provide your enchantments considering the looming threat, and you think this provides you with an advantage.
However, I encourage you to remember this well: Your actions and your inactions will be remembered. When the dust has settled and we can focus our attentions on reunification your order will be punished or rewarded accordingly.
The question that must be presented to you is this: Do you want this Council to look upon the Spellguard in a favorable light or not? Cooperating with us is a good start, and will be looked upon favorably. Working against us, giving us a hard time and having Agent Hectra make silly demands is a good way to further put your order within our bad graces.
The mistaken position that your order holds is that it is in a strong position to negotiate. I'm afraid I have to inform you that it is not. You will either work with us or you will not. You will either be punished or rewarded for your actions. The choice is really yours to make.
You know that I am an honest, straightforward, and reasonable man. You know that I am willing to work with you should you prove to be cooperative. However, that is the key: You must be cooperative.
