Councillors,

This is a reminder that according to the New Dunwarren Reunification Treaty, the Council is to assign three citizens of New Dunwarren to act as investigators into corruption on the Council, and to act as judges should councillors ever come under trial. These citizens are appointed by the Council, and should be done so promptly. If there are any questions, please direct them to myself. This is a current list of citizens of New Dunwarren.

The formian invasion has since passed, and Zovalder has been destroyed. I am sure that soon the Council will return from its state of somewhat emergency. You are all busy, but I would ask you to again review the list of citizens from New Dunwarren to pick the three magistrates that will investigate the council, and oversee trials of councillors. I would remind you that this is not an infringement on powers of the Council, but it will protect Councillors from being tried directly by the Sheriff himself, not that the Sheriff would be unjust in his rulings.

My personal reccomondations for this positions are Squire-Ordinant Eva Kelm, Leonard Merrickson, and Squire Gimble Sparklegem Daergel. They have no direct powers over you when elected, but shall provide for an efficient and purer government.

We have not forgotten, but many of our preferred magistrates have taken up or may be placed in government positions, namely the late councilor Longhand, yourself, and Squire Sparklegem.

Most councilors are reluctant to name an Ordinant of the Society as magistrate; Kanaut's actions weight heavily on our minds.

I will continue to support Ordinant Kelm; in the interest of fulfilling our agreement, I will also support Leonard Merrickson. I will not suport the squire, as he is next to take a council seat should one of us resign, die, or be stripped of office.

There may be talks in the near future about the status of New Dunwarren; all I can say for the moment is sadly very little: it is unfortunate how things have gone.

The Council is winding down from our state of emergency and currently has other issues to deal with as well. We are currently focusing our efforts on key things such as bringing the Spellguard back into the fold.

However, I should point out that the Council is somewhat uncertain about the current state of New Dunwarren. We've heard that many, if not most of the citizens there were slaughtered. We know we've lost fellow Councilor Longhand, a personal friend and ally on the Council of mine, and we know that many of the Graycloaks were similarly killed along with the High Tyrran Priest.

We are requesting information on the current status of New Dunwarren. How many citizens remain? How many Graycloaks remain? How are the defenses of New Dunwarren holding after the attack?

This information will be important to Council deliberations.

There are roughly 21 commoners left in our city. Other than the list that we gave you, there are 4 Greycloak-private defenders, with the Sergeant and Private outside guarding the city. Daenos and Riappo are the greycloak guardians of the Temple, and Neesha remains a Greycloak. The lift has been locked until our city rebuilds and deals with internal issues. As things progress, information will be delivered. If you wish to speak with me, find me on patrols, or in the Temple of Tyr upon the hill of New Dunwarren.

Thank you for the information. I shall pass it on to the rest of the Council. At the moment we are working on other proposals and there is a large debate over a few issues. Primarily most of us seem to be united in the fact we do not wish for someone elected to have ties to an agency either inside or outside of government.

The individuals that I believe the majority of us are seeking are non-Graycloak, non-Watchmen, non-Councilor and non-Society members, primarily over fears of conflicts of interest. This of course makes the list rather small, but there are other factors involved as well. Suffice it to say, it is under heavy debate.

I proposed a motion to better outline the powers given to these individuals as well as the limitations, in order to make them an official branch of government. However, I've withdrawn that proposal based on the events that unfolded with Lower Sanctuary as well as fierce opposition.

For now we've turned our attention to other matters and are trying to catch our breath after this recent invasion. We will return to it later, perhaps in a week or so and when we do I will inform you.
