I write to you out of dire concern for the security of the Mausoleum. With the current state of impending war, is of the utmost importance that the dead of Sanctuary are defended. Should humanoid agents of the formian horde slip through the city's defenses and attempted to animate the dozens (or perhaps hundreds) of dead that are interred in the Mausoleum with minimal difficulty and march them into the streets.

The church of Kelemvor wishes to take stewardship of the Mausoleum and use our power to defend those who lie within from those who will animate them. The current steward has proven to be inept, and it is in the best interest of the population if we replace him.

I will meet with any of you who wish to discuss this.

Once the formian horde is no longer a threat, I would like the Council to consider allocating us some funding to pay for upkeep and repairs for the facility, as well as financing incentives for citizens to return the dead to Sanctuary. With a bounty in place, those who die without relatives or associates may still be brought to the Mausoleum. I am told that the arch-necromancer Thomas Alqvin has a standing bounty on corpses for his vile experiments, and a modest bounty would deter the desperate from seeking this madman out.

I would very much like to do that but as it stands nearly our entire budget is tied up. I would encourage the Church of Kelemvor, once the Mausoleum is transferred to their care, to place out a donation bowl and give from their own purse to cover such a bounty. I simply do not think there is enough funding to make that possible.

I fully intend to transfer the control of the Mausoleum to your churches hands and to allow your church to handle these issues on your own without political interference. Accepting coin from the city would place your church under undo pressure from future councilors who may be hostile to your goals.

I am including the first draft of the Sanctuary Mausoleum Charter which shall hand over control of the Mausoleum to your Church. Please look over it and make suggestions and revisions if you find them necessary. Once you have done this I will propose it to the Council.

Sanctuary Mausoleum Charter

The Sanctuary Mausoleum shall serve as the destination for all Sanctuarians upon death. Contained herein is the Sanctuary Mausoleum Charter that details how the Mausoleum must be run, and may be modified by majority vote by the Council.

- The Sanctuary Mausoleum shall be run by the Church of Kelemvor. It shall receive no funding unless it is deemed necessary by the Council.

- The Church of Kelemvor shall be held personally responsible for seeing this charter upheld.

- The Church of Kelemvor shall oversee the management of the Mausoleum and be granted full authority over the building.

- The Church of Kelemvor shall dispose of bodies according to the laws of Sanctuary and the last wishes of the deceased. The Church shall also be charged with ensuring the bodies do not fall into the hands of those who would reanimate them as undead.

- The Church of Kelemvor shall ensure that all possessions of the deceased are dealt with in accordance with the law and the last wishes of the owner. If the wishes of the deceased are not known, then the Church of Kelemvor shall ensure that their possessions are sold and 10% of all the deceased wealth shall be given to the Church with the rest given to the Council to use as it sees fit.
