[All Council Candidates]

Candidates,

I will be swift. I wish to know what your stance on electing a new Headmaster for the School is. Will you continue to elect the Headmaster as per the School Charter, or are you going to pass on the vote to the Staff at the School?

Regards,

Marcus Kemp, Arena Staff

Marcus Kemp,

I do not currently have the School of War Charter in my possession, but I am willing to vote on a new Headmaster if one is needed. If you have a copy of the charter please send it to me so that I may look it over. Additionally, I would like to know the wishes of the School of War - I am open to amendments if they are needed. I wish for the school to be run as effectively as possible with the new looming threats to our city.

Hoaradin Delorin Keeper of the Purifying Flame

[The following charter is sent to each candidate]

Sanctuary School of War

The Sanctuary School of War shall serve as a place and institution in which Sancturians may come and learn warcraft free of charge or discrimination. The vision behind this endeavour is to offer training in physical and tactical battle prowess and thereby embolden Sancturians to a greater and more able defence of themselves and their city when it comes to the dark enemies that lay without.

- The School of War is a volunteer body which shall receive no funding from the city authorities unless said authorities deem it appropriate to do so.

- The School of War shall be run by the Headmaster and the rest of his team, who will simply be named the Staff. The Headmaster will be elected by the Council every election term. The Staff members will be chosen by the Headmaster. The Headmaster will be in direct charge of running the School. The Headmaster shall be held personally responsible for seeing the School's charter upheld.

- The Staff body of the School of War will receive no payment. They will however, be afforded a place of rest as well as storage. They will also have the mandate to eject troublemakers from the School building.

- The Staff body will be charged with holding daily training sessions for the citizens of Sanctuary. Such training encompasses both physical and tactical measures. Moreover, the Staff shall be charged with the hosting of a tournament every tenday, any proceeds of which shall be returned to the city treasury.

Marcus Kemp,

Having read the charter I find nothing that needs to be changed unless the School of War has any suggestions. What may look good in theory may not work well in practice.

I would like a list of current members of the School of War so that they may be evaluated for Headmaster. I would also like to know what progress the School has made toward training citizens in the martial arts. A list of records and activities by the School of War should be kept so that the Council may make appropriate judgments on the effectiveness of a Headmaster, as well as the overall success of the School of War. I am not adverse to trying to offer the school funding for certain projects if it is needed, provided that the School can prove that it can be a success.

Mr. Kemp,

To answer your question, I believe your headmaster should be promoted from within your current organization. I see no reason that the council should be electing someone, that may or may not fit the job. It seems you and your staff infinitely more qualified to do so. That is my stance on the question posed.

-Valeric Simmien, Your Voice on the Council

Marcus Kemp,

I believe that all of the above concessions should be left in the very capable hands of the arena staff.

-Garin Goldthread

I see no need for change currently, Councillor Reev's charter works well.

Well, that depends on what the Arena Staff intends on doing, of course! If elected I'd keep the decision in the Council's hands until I'm given reasons why it shouldn't be by the Arena Staff!

Otherwise, I've alot of respect for you guys for helping with that Malarite Kossuthian messiness. Thanks!

- Sparklegem

If I am elected, the Council will continue to elect the Headmaster of the School of War.

Leave any replies at the Rhunyorn Arms Office Complex, or find me in person for further discussion.
