A sealed letter to Anton Marcato

Greetings friend,

I simply wish to show you my proposal for anti Necromancy and Infernalism laws which I shall push for if I am elected and to hear your opinion and perhaps suggestions for them.

My proposal

I understand that we already have a Law against animating a citizen of Upper Sanctuary into an undead, but I feel we have been lax on the danger that comes from Necromancy in the form of defiling the dead and in Infernalism.

Firstly, necromancy in the form of animating dead bodies and summoning the Undead is a serious matter. It is an act of disgrace and the act of defiling the fallen. This is dishonorable and preposterous because we would be nowhere without the actions of those who have fallen and even if it is done on non citizens, it still remains the same kind of dishonorable act it is and there is completely no logical reason for us to allow it, regardless of the situation because it does not help us in any single way.

Secondly, infernalism is about the act of summoning and making unholy deals with creatures of demonic and diabolic nature. Such creatures are even more wicked and cruel than all the evil that lurks in the Underdark and their only goal in existence is to take sadistic pleasure in causing untold suffering and chaos on mortals. They are never to be trusted and no act of infernalism should ever be tolerated at all, because it is basically the same as working with the foul enemies that surrounds us.

Thus, here is this proposal for these new Laws to be passed:

1. A complete ban on animation of the dead and the summoning of the Undead, even if it is done by citizens against non citizens.

2. A complete ban on the act of summoning Diabolic and Demonic beings and making unholy deals with them, i.e. , selling souls to them and working with them.

3. A complete ban on merchants from selling items of infernal nature and on items capable of summoning the undead and animating the dead.

4. Those who commit the first and second crime listed above should be charged with Capital Crimes, while those who commit the third crime should be charged with Serious Crimes and forced to give up such items to the Watch to be destroyed at the risk of them being confiscated and if they sell such again after their first or second punishment they will be banned from ever selling anything again.

Here is my updated proposal as you requested at our conversation. Again I ask for your opinion and any suggestions that you might wish to add.

1. A complete ban on the animation of the dead and the summoning of the Undead, though already banned against citizens, we still need to prohibit it from being done against non citizens.

2. A complete ban on the act of summoning Diabolic and Demonic beings and making unholy deals with them, i.e. , selling souls to them and working with them.

- Those who commits the crimes listed on 1 and 2 will be charged with Capital Crimes, regardless of the reason it was done and who it was done against, unless it was done by accident and if by accident then they will not be punished as criminals, but they must repent and apologize for such and the creatures that are summoned must be put down and destroyed.

3. Those who carry any item capable of animating/summoning the Undead and Infernal creatures for any reason other than to destroy it will be fined 250 gold for the first offense (doubling for every further offenses) and the items will be confiscated and destroyed. The gold gained from these fines will go towards upgrading the defenses of Sanctuary and to support the Watch.

4. A complete ban on merchants from selling items of infernal nature and on items capable of summoning the undead and animating the dead.

4a. The merchants who commit the crime listed on 4 will be charged with Serious Crimes and the same punishment as stated on 3 and the merchants who are guilty of three incidents will be prohibited from selling anything again, unless they pay a fine of 1000 gold up to 2000 gold which will also go towards upgrading the defenses of Sanctuary.

Longhand,

Eliminate the clause for accidental summoning or make sure that an extensive process must be completed to ensure that it was, in fact, accidental. Any knave can claim to have accidentally triggered something that animated the dead, and it may be exploited as a loophole.

It will be very difficult to enforce any attempt to keep merchants from selling, at least outside of the Upper marketplace. Reword section 4A to suggest that merchants who sell necromantic items must disclose to all clients that they have received something along the lines of a black mark from the Council for selling items pertaining to the dark arts.
