To All Council Candidates: C/O Herald's Office

Candidates for Council,

Serena Tower wishes to discuss proposals for federation with Old Sanctuary. Several plans can be discussed, but at this stage, the most feasible will be the following:

1) The Magocracy will realign with the city of Sanctuary, under the advisory body of the Sanctuary Council, and will thus agree to adhere fully and completely to the laws except in those instances where adherence to such laws will result in endangering Sanctuary. Laws thusly called into question will be held void and powerless to restrict the action of Spellguard Agents, prior or post breach, when thusly declared void by Commander Simms with support from the Sanctuary Sheriff, mayor, or member of Council.

2) The Spellguard will retain the ability to arrest criminals throughout Sanctuary and unwarded Spellcasting laws will be reinstated. Especially, those laws pertaining to spellcasting that were nullified prior to the Ubel Rebellion. Failure to register, unwarded casting, and any magical use will be recognized as a danger to all of Sanctuary. A clear ranking structure will be formulated in which all Agents of the Spellguard will enjoy the rank and privilage of a Sergeant in the Watch, Operatives will enjoy the rank and privilage of a Lieutenant in the Watch, and Commanders will enjoy the rank and privilage of overseeing Lieutenants in either order.

3) The Sanctuary Council will disband its Engineering department, and the Spellguard will make all reasonable effort to provide jobs for these individuals by working on the Machine Project. All Council efforts to salvage metal from the Machine will cease, and the Spellguard will have full authority over any and all concerns related directly or indirectly to the completion and maintainance of the Machine. Attempts to destroy or damage the Machine will be considered a capital crime, punished directly by the Spellguard.

4) The Sanctuary Charter will declare open religious freedom, and specifically prohibit the establishment of any official religious dogma. It is recognized that the greatest divider of honest men has always been their religion.

5) The Spellguard Commander shall enjoy the same veto power held by the Watch Sheriff. The Spellguard Commander shall always be appointed, should the office by vacated, by a council within the Magocracy.

6) The Magocracy's operations are of a delicate nature. Oversight by a council runs the risk of leaking important information through corrupt or uneducated politicians. If any questions arise about the governance or operations of the Magocracy, it will respond to those querries only if requested by a unanimous vote of the full Council signed and agreed to by the Mayor, such an act will be considered legislation by the Council.

7) The Magocracy will be guarenteed no less than 35% of the Sanctuary budget for the purpose of defense, animatron repair, and completion of the Machine Project. Furthermore, the Magocracy will be granted permanent deed to several buildings declared necessary for its continued operation including the Watch Barracks #3, the former Seeker Hall, the former Bhast estates, and will be considered the current deed holder of any land claimed by the Magocracy at this stage reverting said holdings to the status of private property owned by the Magocracy, but exempt from any taxation for a period no less than fifteen years. The Magocracy swears to turn the Seeker Hall into an alms house and place of charity for Upper Sanctuary.

8) Approval of this treaty will come with tacit repeal of any laws hampering the Magocracy's ability to utilize magic in defense of Sanctuary and its citizens.

9) In the event a criminal charged with endangering Sanctuary is put to trial by one councilor and found not guilty, the Spellguard may, upon review of the facts, appeal the decision for review and trial by three councilors. Likewise, the decision of three councilors may, under extreme circumstances be appealed for review by five councilors. Additionally, any Agent of the Spellguard may oversee a trial of capital nature when the arrest is made by a member of the Watch or through a Watch investigation.

10) The council will issue a formal statement that the organization known as the Seekers is a dangerous sect bent on endangering our safety and outlaw its membership.

11) All children in the orphanage will undergo an examination at the age of 10 to ascertain magical or technical aptitude. Those showing merit or promise will be apprenticed to the Magocracy. A special fund will be created by the Council to pay any parents of children aged to 10 years a small bounty for bringing their children to Magocracy for similar testing and apprenticeship.

12) An Agent of the Spellguard will be appointed to the Council as an advisor every term. This Agent will have access to Council records and debates, and may weigh in on these matters but will not have a vote on the Council.

13) The Spellguard will immediately begin enchanting Watch equipment and Councilor defenses to ensure the safety of the people in these organizations.

14) To prevent corruption within the Watch, the Spellguard will have access to their files and evidence. A court marshall can be brought by any Agent of the Spellguard against a lower ranking Watchmen in the case of wrong doing or abuse of power.

Our Agency wishes to know how each of the current Council candidates views these proposals prior to the coming elections. The Council as it stands has become a weak organization, and the Spellguard wishes to support its return to strength through these actions.

By chance, Varlam absent-mindedly tries to return to work when the Herald very kindly reminds him he resigned. Salvaging the visit, he strikes up an awkward conversation about the sorting of property deeds, and is offered his letter from the Spellguard to all candidates. He ultimately asks Myrta to send along this reply:

I will make myself available tomorrow in the Last Stand whenever is convenient, or later today if it can be managed. We will discuss the Spellguard's proposal and maybe some old matters from the Order. Leave word of acceptance with the Herald's office, I'll try to check regularly.

Agent Hectra,

This is in regards to the document you sent me.

I have some issues with certain aspects of 5, 6, and 10 of the proposal.

I intend for a Mayor to eventually take the role of the Sheriff's veto power, and giving the same power to the Commander of your Order would be counterproductive to this end; I would see to it that the Mayor has access to all Spellguard and Watch documents for we must work together as a pack of wolves, it is folly to keep secrets when we are united in our struggle. As for the Seekers, they are dreamy children longing for the surface lands, I will not outlaw their membership until I have seen proof of their crimes.

I wish you to clarify what is meant by "oversee a trial of capital nature" in 9. If this is in response to the extremely questionable trial of former Councillor Ayumi, I am in agreement.

As for the rest of the proposal, I have no qualms. If you wish, I will speak with you on how reunification can be attained.

Remember to vote for me, and should the Spellguard show favor I will reconsider some of my positions. Regardless, you may come to my office once I am elected to Council. You will find that I can be an open-minded individual to new ideas should I be pleased.

Agent Hectra,

As Councilor, I would support the following of your proposals with minor changes:

1), 2), 3), Attempts to destroy or damage the Machine will be considered a capital crime, punished directly by the Spellguard. 4), 7), 8), 9), Additionally, any Agent of the Spellguard may oversee a trial of capital nature when the arrest is made by a member of the Watch or through a Watch investigation. 10), 11), 13).

These I will not support so freely.

5) The Spellguard Commander will not enjoy the same veto power as held by the Sheriff of the Watch until the current period of uncertainty ends and a Mayor is elected. Only for similar times in the future will Sanctuary be under the rule of Spellguard and Watch.

At the moment I am confident that the Sheriff is doing a fine job, Sanctuary is relatively stable and safe. Designating a second interim ruler at this delicate time would be unwise.

6) The Magocracy's operations will be subject to the ruling of a majority, as any matter in the Council. Three Councilors or more. There will not be arbitrary rules. This request speaks volumes about which organisation is more likely to be corrupt, Agent.

12) In the same letter you ask for both privacy and for a means of disrupting the Council's. If elected, I would be happy to meet regularly with a member of your organisation to discuss Council matters, and request an Agent of the Spellguard to advise in Council when matters are ascertained to be of relevence to you. I will make no blanket guarantee.

14) I suggest that the Spellguard make a proposal to the Watch on this matter, independent of Candidates or Councilors. Once an agreement is made you may refer it to the Council to legislate.

In my eyes, if there was to be such a corruption prevention scheme, it would need to be reciprocal. The Watch would also get these powers over your organisation.
