I've made a contact within the Watch but he doesn't know anything about any keys. Could you give me any details about them?

There are two keys, believed to be held by Lieutenant Sullenar. One key appears to be a cross-sectional piece that would fit with four identically sized parts. The second key can be more clearly described, but it is not as certain Sullenar holds this second. However, all information indicates he obtained this second piece of Spellguard property as well.
I believe strongly, that if these keys were surrendered to their proper owners, that any Watch property held by our Order--some perhaps deep in storage from the days when Spellguard Agents were issued such as standard fair, can be located and turned over to the Watch.
This should be a grand start demonstrating mutual respect, upon which mutual trust, and then mutual reconciliation under one government can be begun.

I have spoken with the Watch regarding the keys and they have identified the ones you described but are absolutely adamant that the Spellguard shall not have them.
Despite the best of my efforts and regardless of any promises of goodwill that the Spellguard would offer, they refuse to make any negotiations about the keys.

Your work may have been impossible to accomplish. The Watch seeks conflict with the Spellguard, and at no worse time than our gravest threat since the drow invasion two years ago. We merely hoped that their thefts were the actions of individual watchmen, and not an indication of the hostility that blinds the entire institution to the impending dangers we face.
Please report to the Tower with this letter. We wish you to immediately join the Associates for your efforts and receive new orders involving the future security of Sanctuary.
